在这里,我想结合中国的历史分析一下eChina,希望对制订国策
有所裨益。个人水平有限,有不当之处,希望大家批评指正。

故事的开头离题万里。说的是隋文帝开皇九年(公元589年)。这
一年,据史书记载,在册的垦田书达到了一个惊人的数目,19.4亿
亩!这就像一座珠峰,傲然耸立在中国的整个历史长河中。要知道,
直到今天,经过大力地开发新疆和东北,中国的可耕地面积也不过
才18亿亩多一点。当然,这个数字有些高估,梁方仲先生以为是根
据户口数推算出来的。那么当时的户数是多少呢?根据隋炀帝大业
五年(公元609年)的记载,共有8,907,546户。这个数目基本赶
上了东汉时的户数,后面要到唐天宝年间挟开天盛世之势才又一次
赶上这个数字。可以这么说,正是这一柱擎天的垦田数和户籍数,
才支撑起了隋王朝开通南北大运河,东伐西讨,南征北战的雄心。
那么,隋朝是采取了哪些措施才成为如此强盛的国家呢?隋文帝主
要抓了两手,一曰府兵,一曰均田。府兵制与均田制均起于北魏。
成形于西魏,盛于隋唐。隋之前的军府的士兵和均田的农民是分离
的,即鲜卑人当兵,汉人务农,不得混淆。到了隋文帝时,二者合
二为一,府兵亦得均田,而汉人也可充府兵。如此一来,不但军力
得以保证,而且生产力也得到了极大地释放,国库空前充裕。“天
下儲積(糧),可供五十年”,“北破突厥,西滅吐谷渾,南取林邑
(今越南南部),東滅流求(今台湾),皆府兵也”。

说了这么多,和echina有什么关系呢?我们一个现代的电子虚拟国
家和这段封建王朝的老黄历有什么相干?在我看来,有一点点关系。
大家都知道,echina曾被灭国,现在的中兴是伴随着一波新人潮以
及一批中流砥柱般的军团才得以实现的。这就好比西魏当年败于东魏
后设立的以八柱国为首的府兵体制。当然,我们的“府兵”从一开始
就是兵农合一的,这就是军垦制。而且效果确实很好,和上面所说的
隋朝府兵一样,eChina中兴后同样也取得了辉煌的胜利和辽阔的版图。
但是随着人口的增加,军垦制的管理工作日益繁重。15军团长richjcn
甚至因为疏于发放物资而被GO以“剥削他人”为由封号(猫大告诉
我说其实是个别GO故意找茬,但军垦的做法确实有授人以柄之忧)。
也就是说个人管理的“府兵制”——军垦制有一个上限,由一个玩家的
精力决定,超过这个上限,多出来的军垦团员便成了负担 (方丈告诉
我现在有高效的工具,但是根据我的经验,还是需要不小的精力)。必
须减少一部分军垦人员,以减轻军垦团的管理负担。但是军垦已经被
证明是非常有效率的经济和军事组织,如果减少军垦团员,会不会影
响eChina的战力呢?同样的问题隋文帝也问过自己。他的解决办法
就是保留府兵的军籍,同时给与府兵田地,发挥他们的经营和生产能
力。那么在eChina,我们是不是也可以这么做?鼓励一部分有自主
经营意愿的公民进行自耕呢?根据我的初步调查,现在eChina施行
自耕的公民不到100人,比起一千五百来人的总公民数来,这真可谓
沧海之一粟。这主要是因为经营有风险,需要投入更多的时间到这个
游戏中。所以大家满足于平时在军垦团做双击党,战时做贡献。但问
题是一旦承平日久,那么很多玩家的活跃度自然就下降了。

怎么解决这个两难的问题呢?我的意见是鼓励公民自耕,同时政府提
供相应的扶植政策,比如提供稳定的供给或者收购合同,及时返还所
得税等等。我没有自耕之前,也以为开厂自主经营是很麻烦的一件事。
但是开了一个q1枪厂后不久,因为政府开始长期收购q1枪而使工厂
运转变得相对容易。只需要办妥原料来源就万事大吉了。增加的游戏
时间只是发送两个合同的时间。发了一次有模板后,只是从双击,变
成三击而已。但是给玩家心理上增加的成就感却不止这么多。孟子有
云:有恒产者有恒心,无恒产者无恒心。在我看来,除了柱国军团,众
多的自耕公民是未来eChina发展壮大的另一座基石。但现在这个基
石太小,需要政府以及各柱国军团的通力合作,为eChina的进一步
发展来夯实这一基础。

USA as a world power? In E-Sim it is possible!

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.

Work for the good of your country and see it rise to an empire.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.


In E-Sim, international wars are nothing out of the ordinary.

Become an influential politician.

The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.


You can go bankrupt or become a rich man while playing the stock market.

The international war.

The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).

E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
